What do you mean by closed proxy? I think you mean to disable the proxy address you used. It is in internet options then disable it. From what I have experienced in using proxy addresses , was that I have problem to connect to the internet using the IP add given by the ISP. I think its a day passed when my internet connection back. That is why I dont like to use proxies.

You should give more information about your network, you are using Lan network or access internet via server, at home or at your company, you have privilege or not to access internet straightly

Usually when our browser updates itself automatically, proxy settings will be set as well that's the reason why some cannot connect to the Internet totally some just have a limited browsing capability.Usually you'll be getting Internet explorer cannot display a web page error or proxy settings is refusing the connection on mozilla firefox. So disabling any proxy is a good choice as some internet providers don't allow it.

I close my proxy in firefox, since it is my default browser, by going to tools>options>advanced>network>settings and then select the no proxy option and click ok. Because sometimes I have to use tunnel genius and it requires me to change my proxy settings to 127.0.0.1 port 1987.

You can change your proxy option using some tools of Fire Fox Explorer.

@touchin333in, let use mozilla firefox, open it, when it opens locate tool click on option then advanced, click on setting then tick or mark 'NO PROXY then click OK and that is all.
