are you using a squid or router to connect to internet ?
if yes then you shoud login to your box and edit your squid configuration.

or if you dont have an access to your box then you need to contact your ISP

If you are using a proxy server on your Internet explorer you can click on tools (located on he top right or left of Internet explorer)--> internet options--> connections tab ---> LAN settings button ( on the lower right side of the box) then make sure there should be no check marks on those 3boxes that you will see there. Doing that proxy will be close and you can definitely search online freely. Every browsers have their own steps to take but almost the same as they start to tools then options like Firefox then go to advance then network tab then settings button and choose no proxy there. Just to let you know guys... sometimes if browsers update itself it will change the proxy settings to a different one that's is why sometime you don't know why it was changed.
