No it is not. Even verified account can get limited for one reason or another. You can use unverified account for shopping quite normally, but you CAN NOT use limited account.

yes even a verified account can get limited.....and its a tough job to get your account back...

i second that , even verified accounts gets limited and this is the audacity of paypal where it lacks , once the person has verified the account with his own details , then why would he take risk of cheating or doing any frauds but no paypal will never understand this , and they go on limiting 1000's of account for no reasons at all

all u can do is contact paypal and ask them what up with your account and see what they have to say . Else u have to make a new account .

i have many other accounts so i dont have to worry about it...
i have not attached credit card will they make unlimited...?

no it is against the policy of PAYPAL you are not allowed to create more than one account per IP
